Takashi Kihara
Director, Administration, Management, and Coordination

Brief Biography

Takashi Kihara joined ADBI in July 2009 after serving as Councilor, Minister's Secretariat in the Ministry of Finance (MOF), Japan.

Mr. Kihara joined the Japanese government in 1980, where he assumed work in the areas of international finance, development, taxation, trade, public utilities, securities markets, cultural exchange, and economic research, not only in MOF but also in other ministries such as the Ministry of Foreign Affairs and the Economic Planning Agency, as First Secretary, Deputy Director, Director, Deputy Director-General, and Director-General.

In particular, Mr. Kihara has worked on international organizations and development: as a Resources Mobilization Officer of the Inter-American Development Bank (1982-86), First Secretary of the Japanese Mission for GATT/WTO (1993-96), Director for Development Issues (1999-2001) and Director of Development Institutions Division in MOF (2004-05).

In academic fields, Mr. Kihara served as a Senior Researcher of the Institute for International Policy Studies (IIPS) (1992-93); a Professor in Nagasaki University (2001-04); Director-General of Research, Department of Policy Research Institute, MOF (2005-06); and a Professor, Faculty of Economics in Kyushu University (2006-09), for economic research and education (international cooperation, development assistance, and economic policies).

Mr. Kihara has published a number of articles and book chapters on development assistance and international cooperation (effective development aid for growth, aid and international public goods, civil war, policy and/or institutional framework, international organizations), as well as Aging East Asia (its impacts on growth, saving, financial markets, and social security).

He graduated with his B.A. degree in Commerce from Hitotsubashi University's Faculty of Commerce and Management. He earned his M.A. degree in Economics at George Washington University, Graduate School of Arts and Science.
